Abstract
The paper examines the role and effectiveness of State Finance Commissions in fiscal decentralization and local governance in India. It focuses on the recommendations of State Finance Commissions concerning Panchayati Raj Institutions and Urban Local Bodies and examines report submission, acceptance, regularity and devolution of funds. The study uses purposive sampling and secondary data to assess the functioning of State Finance Commissions.
